Whoever made it, own's it, rule's over it.

 De-facto government’s get you to work for them, where De-jure governments are working for you.  So in a De-facto relationship, you pay one , the other pays you, the De-jure one that works for you.

In the Legal Law, "Person's'" are Artificial entity's - (Piece's of Paper), and made up in the mind.  Who own's these entity's? Not you or me.  Who ever own's these artificial created "Person's" is liable to pay all bills.

The "Person's" (Artificial entity) are the debtor's,

The Man and Woman are the Creditor's.

Men and Woman are the Creditor's, the "Person" (Artificial entity) is the debtor.

- Who ever made it, owns it, rule's over it. -

The liability is on the one who own's the "Person's" (Artificial entity's).

So the one liable is stuck with the Bill.
